Current situation as of January 2010:

Buildings account for 40% of the world’s energy consumption and the respective carbon trace (greenhouse gas emissions, which is more than the energy consumption of the transport sector. Decreasing this indicator is seen as something which would greatly reduce the greenhouse gas emissions.

The energy intensity of the Bulgarian economy, or the energy consumption
compared to the GDP, is 40% above the average figures in the EU and over 60% above the highest figures. This defines a significant energy saving potential.

Buildings are responsible for the total energy consumption and therefore require renovation.

Although some measures have been taken in terms of renovation of public buildings by means of using low interest loans of international organizations, there are still missing firm and comprehensive actions.
Experts assume that one of the causes for this is the lack of coordination of some laws as there is no uniform administrative body which would coordinate and implement the policies regarding the improvement of energy efficient features of building.
This impedes the initiation of a National program for building renovation
of BGN 830 million, and of proper absorption of EU funds which would support the construction sector during the crisis.
